Translation: We're not willing to pay enough to offset the fact that we will pull your budget sometime within the next 5 years, lay you off and hang you out to dry.

The government outsourced everything so now they can't force anybody to do anything they aren't willing to pay through the nose for. Whoops.

Exactly—and with no forethought given to national security, maintenance of shipbuilding infrastructure not to mention keeping skilled trades in place.

A comparison of stats between current shipbuilding capacity and that of its WWII 'Liberty' counterpart would make interesting [perhaps frightening?] reading.

It's a capacity issue. The companies need to build the infrastructure to support the higher orders.
Building more DDGs (designs which can't shoulder) is not likely to be that useful in the vicinity of the Spratlys.
