What are the odds this is some consultant's idea to SEO the pirate app away? A bit like the criminal former Prime Minister saying he likes to build model buses in an attempt to SEO away the concept "Boris Johnson 350 million pounds/week Brexit Bus".

Can you explain what you mean? Are you talking about some specific app which is named "Pirate"?

The first paragraph of the article says the UK government is launching a service they call “CyberFlix”, and that a popular pirating app by name already exists.
