I wonder if all Android phones would connect to the "network" or just Google devices.

Best case scenario here then is that they are actually telling the truth, and don't have some way to decrypt, or get your location data before encryption.
It would be disappointing if in five years or so an internal leak happens revealing it was a lie all along, or a massive data breach happens and everyone's location history are known.
