I suspect that like all of their other partial attempts, this won't include expats, who although live, work, and spend money abroad, must report all of their income to the IRS. I don't actually have to pay the IRS, since my home county taxes me more, but due to how complicated it is to report, it ends up costing in the hundreds to have someone file my taxes.
This is in addition to the FBAR horrors, that I won't get into now. And before you say "just renounce your US citizenship", realize that that costs thousands of dollars in lawyers, fees, and exit tax.
