The best country is a join over many things:

The one you and your family (if they're making financial sacrifices) can afford.

The one which will offer you pathways to citizenship and family migration in the future.

The safest one.

The one you have a support community in our nearby.

The one with good primary health care.

The one which recognises your existing tertiary education investment.

The one with a climate you can handle.

The one with food culture you can handle.

It's multivariate. You've got a lot of research to do and you didn't make enough of the input conditions clear.

Sometimes a stepping stone move is needed.

Sometimes you need to "try before you buy" with a student or young person working visa.

thank you so much for your kind and detailed feedback.
For Spanish language speakers Uruguay is a small and somewhat poor but stable south American economy with good ICT infrastructure and jobs. Big international companies like using it for regional offices.

Many people seek to migrate to Australia and New Zealand. They have 40% + immigrant populations. It's a good but difficult choice. Huge ICT sector.

Germany has fantastic tertiary education options for young people, some of them free. Huge ICT sector.

Japan is desperate for young people willing to overcome their culture and language barriers. Huge ICT sector

Ireland is English speaking (mostly) but euro economy and lots of ICT jobs. Amsterdam is an island of English speaking in the Netherlands with lots of ICT jobs.

Britain is OK, but has economic issues. But, it has a huge immigrant population. Scotland is interesting, with good tertiary education choices after you achieve some residency. Huge ICT sector.

Canada is a good choice. Personally I think the USA is too hard, but others may differ. The green card competition is interesting. Large ICT sector.

Mauritius is where a lot of African ICT happens, without a lot of the civil unrest of much of Africa.

Just move to the best place in your country, learn coding and sell your services online. Move later - it is difficult and costly. You will need to write a lot more about yourself if you want people to interact. If you do a project and show people then you might get somewhere.
I already am blessed in my country but the thing is the outlook for the future is not good e.g inflation rate is over 40 percent atm.
Don't undervalue the less developed countries. Your cost of living may be lower than the property taxes + utilities on a similar house in a developed country.

Consider building sites, apps or other forms of recurring revenue. If you have the tech basics, your next step might be exploring sales.
