The questions seem to be: whether they manage to enact an international agreement of some sort (unlikely), or an agreement between Western countries (maybe), or an agreement between the US and the EU (maybe). The UK's chips for bargaining seem limited.
Note also that the Guardian too missed the more immediate threats, including the further power grab by big companies.
Bernstein v DOJ prohibits the US from doing any sort of regulation on AI itself. So what is going to happen is that the European continent is going to wall itself off from the biggest innovation in human history since electricity.
The likes of Dubai/UAE/Israel won't even care about any laws passed by the west anyway, so the action will move there. Just look at the sanctions against Russia in London, the London traders simply moved to Dubai (source: Bloomberg).
