The problem here isn't that college wasn't already a mess of cheating, it's that this cheating is so blatant it undermines the (shaky) premise of modern pay-to-play degree-seeking education.
Education system is broken already, from the start where only who can afford it -directly or indirectly- are allowed to be admitted, all the way till how lecturers, assignments etc. are conducted. I did some part time lecturing before, and when I tried to approach things differently, the dean and the college didn’t really like that, had to leave eventually.
