Ask HN: Is there any non-marketing reason why GPT 3.5 is cheaper than GPT-3?

Also does anyone knows why it's not finetunable?

Did they make some kind of breakthrough for inference but not for finetuning that allows this pricing?

Or it's just marketing/a strategy?
