These people purchased land in the checker board manner = you only buy half the land to control it all. The theory that few can cross by thinning their middle to a zero point. Judge rules people can cross within the air space and not violate ownership.
This has been used to control full checkerboards while owning only half. As a result few people would buy these land locked squares - until now. Future people will see if they figure out to get vehicles across the same way. In theory an 8 wheel vehicle with zero springs/suspension could cross on a rigid strong platform as the unsprung rigid frame would bridge the space with 2 wheels, then 4, then 6 and then 8 = across - of course it would have Humvee on top that could be moved forward/backward to suit.
Owners could block with fences on their side, so your platforms would need to be higher. For that matter, a crane could work?
Consider a chessboard. A white space at the centre surrounded by eight squares, four white on the corners, four black on the edges. I own the black squares. The white squares are public lands. How can one cross from the outside white squares to the inside one without passing through my land or its air rights?
