I saw this when one of my jobs failed for a very weird reason. Then an old friend messaged me about it. Every time this happens we talk about going multi-region, then it kind of gets put on the back burner.

This is implausible to me: I'm on the west coast and my Alexa stuff wasn't working. Moreover, almost all Alexa devices in the US likely use us-east-1. This was true and hard-to-change as of a couple years ago.
It may have to do with what you tried. For me the most basic thing, asking for the time, didn't fail, but more involved applications like music and smart-home (lighting control) did.
