Game developer in pass are need to consider consumer hardware spec, but with development of hardware and sofware on grapic design and thanks to booming of graphic card bussines, they forget that not everybody can upgrade as fast their game spec require, time to time game spec become literally hard if not impossible for half of earth population to fulfil in order to play.

Do you mean modern games should cater to a diversity of hardware configurations, and not just "enthusiast builds" with top-end GPUs and multi-core CPUs?

Automated performance testing by QA on various "hardware profiles" could help here.

When choosing hardware requirements there needs to be a balance between how many people can play it and what is needed for the creative vision. You also need to factor in development costs and expected sales among users as well. Also consider that what is common hardware today may not be common when development is complete. These factors can make choosing a minimum platform to target quite hard.
