This is probably a bad idea but maybe parents missing their children should put their own DNA into a hopefully secure database with legal protections, run by a non profit org maybe something like rescue.org that could eventually find a way to track down these kids or get messages to these kids so they can be reunited hopefully sooner than later. Maybe there is a way to trick Russian schools and orphanages into submitting DNA?
