To my best understanding of what a code snippet manager will do, no. What value would it offer?
I was thinking of snippet management inside an organisation. One use case I thought of was onboarding new team members.

You'd be able to refer to pre-written, re-usable code snippets for domain specific use-cases. But maybe it's too "out there".
