If you have an idea, there are several other guys around those have had the same idea or will have that idea in like few days/weeks/years offset ... Keeping "idea" a secret is counterproductive and it slows the progress. Implement your idea first, then you may claim that it is your idea. The law may not allow companies owning AI or explicitly AIs claim ownership of an "idea", because AI is learning on summ of knowledge of the humanity for free. New ideas are the outcome of the previous knowledge. That's about it.
