That's one way to do it, but combining that approach with a "global install" seems problematic, or at least uncommon [1]. Another is to install nothing by pip, install everything with apt; that does allow an easy global install. Restricting oneself to apt-provided packages is a restriction, but I've found it worth it for some use-cases.
