Ask HN: Tips for Selling to public agencies while bootstrapping?

Hi HN,

Recently I was seeking on validating a MVP targetted towards public agencies on the state and federal level but have not had any luck getting past gatekeepers or getting any distribution.

Being bootstrapped with n=1 my goal is to launch a free product, unfortunately I unable to make any inroads.

Any there any guides for selling to these public organizations?

I understand it is relationship based but as an outsider how do I culitivate these relationships?

Are there any marketing channels that would be better to focus on e.g. public events vs cold outreach?

Any suggestions would be greatly appreciated
