It's a common disinformation technique to list two possibilities and imply that they're both just as likely.
But it's much more likely that Russia would blow up the nuclear plant than it's "just disinformation". Implying otherwise is just parroting Kreml propaganda.

So I would say saying this is disinformation, is disinformation.
