I don't get it. Surely the process of actually turning up in person proves you're not a bot?
I have not looked into this much, but I had always assumed that step one of creating a valid UBI scheme was solving authentication. Otherwise UBI is griftopia as scammers could sign-up multiple times. I thought The Orb was a solution to that problem.
The eyeball scan prevents people from signing up multiple times.

You also have to protect against insider fraud by the employees at the signup locations. So having them click "Yes, a person showed up" isn't enough.

So does bringing ID with you.
Not everyone has ID, and not everyone wants to provide ID, and some people have multiple IDs in different names.
Details from an ID card are less invasive that this crap.
