We are getting close to communism levels of cynicism about the system. Under communism, at the end of it, no one believed in it, especially the ones in power. The problem is, the next step is when you stop pretending you believe in it and it collapses.
He's still being prosecuted for the more serious crimes. Prosecutors pick and choose which things to actually try to make stick all the time, it's basically their job.
