Ask HN: Is DNO Legit?

While looking around on deno docs, I came across some examples using https://nest.land and while looking around there, I came across

https://nest.land/pst

Apparently it is a DNO token used to reward package maintainers depending on number of imports and other factors.

Is deno officially using or approving this or is this an external concept from third-party?

P.S. I know it is included in official documentation, but then again, it could be just random maintainer injecting it.
