Tor Bridges Site Isn't Loading New Bridges Immediately Using Tor

When I visit https://bridges.torproject.org/options/ (or the .onion address) to receive bridges, I check the prospective bridge IP details for things like where it's hosted, the provider, and if it's listed as an attack source. I need to avoid using a bridge with certain ISP's/countries so I would like to refresh the list.

Currently, if I use the New Identity feature on Tor or even close and re-open the program, I get the exact same bridges as before. I have to wait some time to get new ones or use a different method like another browser and IP.

My question is, how is this possible? Tor by default doesn't save website data like cookies and history. It is really startling to me that Tor may have some type of persistence that I'm not aware of, and could be used for tracking or other nefarious purposes by attackers.a
