Using this as a basis for urban planning and study is bizarre. Zermatt is basically a resort, yes there are full time residences but dominated by winter ski population, (and it's served by very good Swiss rail services). As it's in a valley, it's quite small and physically restricted. The fact they banned cars is really not that interesting as a study for other potential places.
