OK, but why would any customer be willing to do this? Wouldn't they just go with a different brand instead?

Juul has been under fire for advertizing vapes to people underaged, so this is thier way of mitigate this issue
Yes, I get that. What I don't get is what basis they have for thinking this will work. Why would any customers be willing to go to all that hassle to use their products?
There might not be any competitors to switch to. Juul is the biggest target, the one most capable of defending itself with research and technology. If the FDA bans Juul's products, then the entire vape market will vanish.
