The problem is that it is hard to define "part time developer job". Freelancers can be part time developer and there are plenty of websites for that. Then you are perhaps talking about roles that provide benefits like an employee (W2 equivalent in the US) but you working hours are less than 40. I don't think most companies hire like that yet even though it could be a good fit for startups or smaller companies that cannot afford to pay full time but could use experienced devs part time.
There are some legal/labor laws that employers also have to keep in mind. For example, in the US, health insurance companies may require you to have employees work a minimum number of hours or they are not eligible (this can vary by the state).
So the thing is that our current system is NOT designed for part time jobs especially in Tech. Unless changes are made in administrative/labor/legal stuff, I doubt it is easy for a company to do that. You either freelance or you are a full time employee. Usually.
