Ask HN: Best toolkit to build custom pdf viewer?

i am looking to build a custom pdf viewer with some specific features i need. i want to deploy on windows. other platforms bonuses. i’m mostly a c++ guy but can use whatever. i want to avoid long dev cycles. any ideas on frameworks that have strong pdf viewer and pdf content extraction/processing features?
