I can find that politician just fine from my German Twitter account.

You're perhaps confusing Maximilian Krah's Twitter account, with the account of the European Conservative. The full "search ban" is for the latter, while the former is afflicted only by the "search suggestion ban". You can verify their claims yourself with https://shadowban.yuzurisa.com - I tried it, and got the same results as the article claims.
