Well, the US pioneered this approach with the "School of the Americas" (currently named "Western Hemisphere Institute for Security Cooperation"), notorious for training south American dictators, secret police, and death-squads.
This is par for the course for any nation or alliance with desires to extend its power globally. I am very tired of people treating China as some terrifying exception with no comparison.
It IS a terrifying exception for 2023.

This does not justify another dictator training camp, does it?
Oh no! Are they going to teach Tanzanians how to build a high speed rail network or lift a billion people out of poverty? Awful stuff. Think about how many minerals in Tanzania could have gone to western corporations and their shareholders. What a shame.
