I'm interested to hear perspectives about democracy in China even it's from the Chinese government. It's a concept that I know nothing about.
Also, whether you agree with anything in this document or not, it seems clear to me that the fact that this perspective exists means we do not really have global security. At least not in a truly civilized sense.
