Ask HN: What's the closest city to San Francisco outside of the US?

I like to think about parallels to US cities when I travel internationally. São Paulo is the NYC of Brazil, Abu Dhabi is the Washington DC of the UAE, etc etc.

I'm curious what people think, is there a city outside of the US that you've been to that feels more like SF than any other city?
