What is the best AI refactoring tool out there?

I'm looking for something that works at the project level, figuring out, for example, where repeated (or very similar) functions could be spun off and re-used in several places. Basically making things cleaner and more modular. The tools I've seen so far work at the statement level - small patterns.

Or is this something we still need to do manually?
