Ask HN: Are There wide scale Internet disruptions today?

I'm experiencing it, my neighbors works but it's very slow, mine I can sometimes get download but no upload, and there's a lot of reports on Twitter but I'm not certain if that's just their ISP or a bigger backbone affecting multiple providers.
