I mean, I don't know how relevent this is, but it sounds like an ex manager of mine. Yes the manager came in with bad goals and messing things up to the point he can't achieve those bad goals. Then, you learn it's not about the goals or the accomplishments with this person, it's just wanting to express power over others as long the manager can, regardless of the costs to others
