Sure, you could use Kafka as your data lake, but what about all the config files, spreadsheets, flat files, DB snapshots that you're currently storing in your lake? Getting that stuff into Kafka is almost certainly possible, but would be more of a challenge than just dumping all your streaming sources into a proper data lake.
