The Municipality of Rafina has enthusiastically published its new website.
It cost €22,000, directly commissioned by the Mayor himself and the Municipality's treasury, and is a copy of the website of the Municipality of Lavrio.
What does the 22k include? How many years of support and content updates? Does it cover hosting costs? Does it include any bespoke municipality specific content?
I see no reason why shouldn't a company offering web sites be able to use tested template to be used as site...
I would say that it is completely unethical for a municipality to pay €22.000 for a wordpress website where the average price on the market does not exceed €3000, while at the same time it is an exact copy of another municipality's website.

I did a rather short investigation and have found the following: the creator of both websites is https://www.eurofigure.gr/ and hosts them under the same IP, along with other Greek websites; a simple reverse IP reveals this.
