UK's Online Safety Bill finally passed by parliament (reuters.com)

Is there a name for the law that all laws in contemporary democracies have titles that are the opposite, or at least orthogonal, to what they intend to achieve?

There are many good contenders, but I think the US Inflation Reduction Act is the current front runner.
