If you need good performance and highly efficient data usage on a spotty or non-existent connection, a POP email client is the way to go. The basic HTML site has zero advantages in comparison.
If you have access to a half decent web browser, chances are it’s perfectly capable of running the JavaScript mobile version. Sure, it runs JavaScript, but it’s not exactly heavy.
Like, why? How much maintenance could it possibly be for them, versus some segment of their users with limited/expensive connectivity who possibly depend on Gmail daily losing maybe the only usable means they have of accessing it.
Too bad, I used it a lot this year. It works much better than the standard view on the old, crappy netbook I use when I travel. No, I am not going to replace it with a Chromebook.

Presumably the plain HTML version requires considerably different back end services. I imagine that is the driver here.
