Which development tools are best for multi-platform app dev?

If you had to write an application that runs on Mac, Windows, iPhone, iPad, Android phone & tablet, which dev tools would you use in order to minimize the amount of dev tools and code? Other requirements include: it needs to feel like a native application, have local file system access, sys tray (windows) and menu bar (mac) support. Your input would be greatly appreciated. Thx!
