Not OPs fault, but the headline is pure clickbait garbage. Should be "New short term rental rules working. Some landlords still looking for ways to violate the law".
"Landlords pissed they can't continue to exploit housing market for rampant personal profits at the expense of the livability of their very city, begin to openly flaunt the law on the black market and blame the existence of this black market on legislators" makes for a bad article headline by modern social media clickbait standards, but a much more honest one for this article.
It reminds me of what happened in my hometown of Austin, Texas when Uber was outlawed for a little while; people started a Facebook group where they just would ask for a ride, and someone else would offer to give them one (for a price). It was kind of like Uber, except way less regulated and with fewer protections for anyone involved.
To be honest, though, "Pure Chaos" in the title seems overstated. The article even admits that hotel prices are expected to go up, which would suggest that fewer people will stay in BnB's.
