Selective PrefPane management is gone and you must weed through cognitive overload of dozens of options like it's Windows. The Settings app doesn't allow resizing, and instead is narrow and tiny.
2. Too many things are done for stylistic fashions rather than for functional improvements. Changing the look with every release is prioritized over fixing long-standing bugs or keeping longstanding useful features like network locations (which effectively doesn't work anymore because it drops connections).
