What Is a Good Manager?

I have been asking this question to myself, and from my past experience all of the managers/leadership I have worked with have a survival mode. They basically do things that protect themselves from getting replaced, or make themselves to be a control point of the team. Why is that?

My current manager does these things that irks me a lot -

1. Every 1:1 starts with a small negative thing about you, and mentions that its only vocal feedback saying they are on my side and won't write it in performance review.

2. For every conversation with customers or partner teams, insert themselves saying <nullecksor> will help you on this. Sometimes even after my correspondence.

3. Call you a lead/critical SME of the team, but never acknowledge it in writing, or in any forums.

4. Recently - make critical decision in 1-1s and just convey the understanding to you in your 1-1 instead of talking/making decision in team meetings. I feel like all the conflicts and incorrect decisions to resolve are under the carpet somewhere.

Are these good traits of a manager, or am I imagining something?
