A secretive organization lobbying to ban encryption?

Hey, sometime ago I've read an article, I think posted here, about some secretive organization that lobbies for banning encryption in the US (or possibly elsewhere). Unfortunately I can't find this article anywhere. Does this ring any bells for anyone?
