india has pretty much solved this "problem" by using UPI, which i assume this article is about, so there is that.
instead of using stupidly old age tech like cards and chargebacks and fraud protection, everything is verified by the user and approved manually. this also means everything works very very cheaply as compared to 2-5% of visa/amex fees which amount to a lot for a business in fees.
