Sanctions are a blunt tool, and this is the result. While I broadly agree with sanctions against Russia, this is sadly the outcome. Companies can do better, but are often required to react quickly and change complex business processes. People fall through the gaps and situations like this get missed.

Many states give out IDs and driving licenses for the undocumented, maybe try to get one of those and use that.

If you're a legal immigrant, you can get ID/license anywhere.
