On collaborative blocking of bulk mailers who spam

Like I suspect most people with a long-running email address, I get a lot of spam. Lately, a huge chunk of it has been political -- from both sides of the aisle. I've never given my email address to any campaign, so I have no idea how this happened. Needless to say, none of these organizations have opt in.

I submit abuse reports, but obviously too the mail providers don't care. So I wonder:

Why isn't there a shared blacklist of bulk mailers that we could all contribute to? It's largely but not exclusively political-only groups like NGPVan, campaigner, etc, but MailGun is also a huge offender.
