I was concerned about telemetry and or spying concerns with the 3" Unihertz Jelly Star (on top of the telemetry intrinsic to Google's Android), but it can run an Android-13-based LineageOS 20 GSI (general system image) with the possibility of using microg for push notifications. That's put it to the top of my 'small phone list'.
