This is likely due to regulatory/AML-ish issues. If you do get in touch with a human at Stripe, once they understand it they may cut you off completely. You may even need to be registered and compliant in each of 50 states as a money transfer business [1]. If this seems uncool and heavy you might want to find another business model

EDIT: You are transferring that money later to the track owner of the future event, right? I dont know the rules, but they are byzantine. You probably want to understand the rules before you approach Stripe. It could be as simple as a no-refunds policy, or getting rid of the stored-value-cards, or having AML process for track owners, I have absolutely no idea.

Person 1 buys the gift card, they are the only ones who can use it to buy events from us - they have no actual cash value, it cannot be transferred to anyone or be used to make purchases for anyone else - the person who buys the gift card gets to use it
Who is the as-yet-undetermined party in the future? The "gift cards" are redeemable with Precision Track Day. A holder of the gift card can't just show up to a track and give them some gift card.

If you described it as "buying access to an event in advance", then it would be fine, but the point of a "gift card" is to "gift" it to someone.
