The CIA (and etc) need secure, reliable, public communications to exist, in some measure.

If their agents are the only people sending encrypted traffic, that's bad. Gotta have some cover. If you can harvest the other users' conversations, thats a bonus but one thats hard to use. because of the risk of tipping those users off to the fact and having your cover traffic vanish.

The CIA funds tools to circumvent censorship in other countries. That's not a secret. Great for avoiding the VC morass. Not great for coping with the vagaries of US government budgeting.

Maybe it's also a honeypot. I wouldn't put it past them. But it has a perfectly cromulent reason for the State Department to want it to exist even without that.

Every time you see that some "super secret top encrypted communication device/app" appeared, it's like 99% that it was created and run by some intelligence agency, most probably CIA.

So, never use any of such apps/devices if you really need to hide something or just don't want increased attention from CIA.

If you look at the list of his posts, everything is controlled by the CIA: Buzzfeed, Google, and so on.
