Despite this being piloted in Germany, there's still a way to access and enable this setting (although it only currently works in private windows). Thanks to Michael Veale[1] for bringing this to my attention:

> Set cookiebanners.ui.desktop.enabled ->True
> Go to Settings->Privacy, turn on Cookie Banner Blocker.
