Why hasn't Latin America implemented electronic road tolls?

Over the past few years I have traveled in Latin America quite a bit. One of the things that has surprised me is the lack of usage of electronic road tolling. Multiple times I have waited up to two hours where the slow down was caused by the slowness of paying tolls. The time and productivity loss from this wait I’m sure is staggering.

I’m wondering if anyone has information on why electronic tolling has not been implemented. It seems that a solution using mobile phones could be implemented with a reasonable effort. I see that GoToll in the US is starting to take off.

Any ideas?

Speaking for southern Brazil: there are plenty of options in most of the toll roads, including Sem Parar, Conectcar and Veloe. It annoys me, however, that those solutions are third party, and you always have to pay extra somehow for the privilege of not being slowed down by the masses that will pay in cash.
