So colonialism where a country is exploiting another country’s natural resources, if it isn’t with direct military intervention, it is with sanctions and/or subversion.
No one, including the country’s own citizens, are going to invest in a lithium mine (or anything else) without confidence that the investment won’t be seized. Stating that obvious and trivial fact isn’t “colonialism”.
